Sanding, any chemical remover will also weaken the glue that holds it together

coarse sanding to start then light as the paint comes off... Then remove sand dust then do what u wanted to do. If u'r gonna repaint... jst lightly sand... wipe off sand dust well... prime ..then use high gloss for something is gonna endure wear & tear or reg. paint w/ varnish
