except maybe a bit larger an upper body
and my legs are more toned.

My legs are already like that, Its just my upper body.

Do upper body weight training, like dumbbells

Do upper body exercises. Bicep curls, tricep curls. Butterfly for the chest. Shoulder exercises like lat pull down, military press. Rowing. Pushups and holding the plank position. Also while you are just sitting there watching tv, hold your arms above your head. In belly dancing, they hold their arms up in a prayer position above their head. After about 3 minutes you are feeling it. In yoga, they hold their arms straight out in warrior 1 and 2. Just try holding your arms out for 3 min.

Strength exercises, as long as you are not maxing out lifting 35 lbs, will tone your arms without building that much bulk.
