My cat suddenly started losing hair at the base of his tail. It turned out that he had fleas, even though he was an indoor cat. You may have the same problem. Fleas are very very hard to spot so you're best bet is to fork over the cash and let a professional make the call. And flea collars don't work, you gotta go to the vet and get Advantage or a similar product.

Take off its collars and wash that area with an oatmeal soap (sold in the animal section of the grocery store). Keep the collars off for a few days.

Cats sometimes lick themselves bald because of fleas or skin irritations.
If your cat has fleas, treat your cat with flea medication sold from a veterinarian, NOT A STORE. The stuff from stores not only does not kill fleas but has been known to kill cats.
If it's not fleas, call your vet for recommendations on how to treat dry or irritated skin.

If you have a collar around your cats neck that is what is doing it. Take it off for awhile and then it will grow back.

Does your cat have a collar around the neck? If so, remove it or check the fit, may be too tight.
If there is no collar, check for a wound or mites or ticks.

Have you checked that his collar isn't too tight?

If that's not it, I would ask your vet...
