Call animal control or the SPCA to come out and pay them a visit. Voice your concerns to them and if they do not respond go have a talk with your neighbor. Try to be polite to them but tell them what your feelings are.
It is unhealthy to leave feces lying around as it poses a risk to you, your pets, and your other neighbors. I would also mention this to the agency you call.
People are heavily fined and jailed for mistreatment of animals and letting them run loose.
Below is the link for SPCA...

tell this all to your animal control officer, at the police station.
tell your local animal rescue shelters what is going on. they will ,likely, help to get vocal about it (help make the right ppl aware of the situation) .
write a letter to the editor of your newspaper and,
some might even suggest ,you find someone willing to 'rescue' (take) the puppy,
altho i ,myself, would never do that, cuz it CoulD be construed as stealing.
good luck ,little Jack Russell!!!
... why do some ppl even get a dog, if they're going to treat it like cr*p?
You're a Good Neighbor to that little dog. It's not your fault about the other ones, either. How could you know they were going to be such *******, without backing up your evidence?
Good Luck To You,too.
Peace,
~Laurie

I think you should call your local animal control office on your NOT SO KIND neighbor! Why in the hell do people get a animal and not take care of them. This pisses me off. You should go as far to take pictures of the feces so you have some proof. Good luck and please do something before the Jack Russel gets hurt too!

please please please report them! You can call the animal control in your area or you can call the police. They will respond to animal cruelty reports. I have a jack russell and I adore her more than anything in the world. I can't imagine someone leaving their dog outside in severe elements! Call the Humane Society, the Police, Animal Control......anyone that you can complain to about these people. BE PERSISTENT!!!!! DON"T LET UP ON THE CALLS UNTIL SOMETHING IS DONE!!!! Jack Russell's are great dogs but they can be stubborn and hard to train. I would hate to think that the puppy would suffer because the owners have no idea what they are doing. Uh, it makes me sick to think about it.

I only wish there was more, but the only thing to do is call a humane society and make a cruelty report. Also, if there is a dog law enforcement agency, try that. I can't imagine they have the dog licensed and properly vaccinated if they care so little for them, and the enforcement officer might be able to get the dog removed and forbid them from getting any more dogs. Sorry to hear of this, and glad you are willing to help.

call animal control if you see the dog loose. Take pics of you must. Or if the puppy wanders in your yard, take it in to A/C yourself and tell them you found it wandering.
Anything that would be considered cruelty is.. lack of or improper shelter, not providing adequate food and water, (if all the dog has is stale water with algae growing in it, and a pan of soaking wet kibble, that is not adequate), not providing adequate vet care.. only rabies is required for shots, but if the dog is obvioulsy ill or injured and not recieving vet care that is grounds for neglect. If the dog is wading around in its own filth, that is also neglect.
Some cities have laws about chained/outside dogs. Some cities do not allow it at all, and some do not allow a female in heat to be outside unattended.
You may be able to contact health department about the poop all over.
try http://www.dogsdeservebetter.com/ they may be able to give you more tips.

Call the local animal shelter and find out what the laws about this kind of behavior are. Find out who to call if the dog looks abused.

This is a sick person. Are there any children in this family. I shutter to think.what he's capable of. If you have any concerns about family members don't hesitate...CALL THE POLICE.
Definitely report this abuse to the Humane Society either way.
