Neither. I was taught that the middle of the scale is the most accurate place for a reading. So 10 is usually in the middle hence:

1000 ohm resistor is best measured on the times 100 scale.

A moving coil meter is most accurate at 60% of full scale deflection, therefore the readings just over half of full scale deflection are probably most accurate.

In an analog meter, the readings are most accurate in the center of the scale AFTER you have properly zeroed the meter.
