What i need to accomplish is to completely disable Notepad while internet explorer is running, this will limit the students ability to cheat, on their computer given exams, over IE.
How do i do this?

I am not sure you can disable Notepad or Wordpad; you would need to address both products.
You may be able to remove them from the pc; check with the Microsoft site as the way to do it is operating system specific.

rename notepad.exe to notepad1.exe or something like that. How many pc's have you got?

get firefox it is beautiful and nice it can also protect you form threat or spam
