Whoa, where did you get that? Although I´my Russian is very pooor now (learnt it for several years many years ago, as I come from one of the ex-communist countries) this looks pretty shocking! Basically it´s an assessment of the conditions in the second block of the Chernobyl nuclear plant and it says that there were several incogruitues in the structure of the block (something like deviation of the skeleton of the building from some axes as far as 100 mm, or some kind of inclination of 8 grades...) It says that some part is in a very bad condition, there is a chance of an accident... Sorry, can´t help you more on this one but did my best. Anyway, pretty interesting, seeing that the report was written long before the actual accident :-( Good luck with that!

During construction of the atomic power station in Chernobyl norms of construction were badly observed and because of it the risk of failures and accidents raised. This letter is written during construction.
