I have the ability to set my aperture and shutter speed, so any help is good.

You have to have the shutter speed set to the longest exposure and supposedly you will be taking pictures at nightime so have the aperture at its widest. A good tripod would also be handy.

Panning sometimes works...set a slow shutter speed, depress the button and follow a car/truck with the camera.

longer exposure, extend the shutter speed. be careful though sometimes hand vibrations can affect the picture best to put the camera on a tri pod.
