Vet!
There are many things that could potentially be wrong with your dog, so please bring her to your vet as soon as you can for a proper diagnosis and proper treatment. It could be anything from a foreign body (blocked) to a virus. To be on the safe side, I would withhold food and water until your appointment. Your vet is going to want to know the answer to the following questions:
1) When did the vomiting start?
2) What was she vomiting up? Bile? Food? Objects? Etc.
3) Did she get into anything inappropriate? (garbage, rocks, sticks, medicine, etc.)
4) Have you changed her food, treats, bones recently?
5) Has she had a chewie bone (rawhide or an equivalent bone) recently?
6) When is the last time she ate? Drank?
7) Eating/Drinking as normal?
8) When did the lethargy start?
9) Any diarrhea?
10) It may not be a bad idea to bring a sample of the vomit so your vet can examine it.
Be prepared to leave your dog at the vet. Most likely your vet will keep her for observation, x-rays, fluids, and bloodwork.
Please let me know how it goes. Feel free to contact me. Good luck.

Of course you should take her to a vet, it's very obvious she's ill. What you need to ask yourself in these situation is, what would you do if your daughter was throwing up and not moving?
Since you posted this question a couple of hours ago, I really hope you've been on the phone to a vet already. This can't wait, even just until tomorrow.

Dogs do NOT get sick like people. If your dog ever has a fever or is lethargic (limp) take her to the emergancy vet or see if your vet can see her ASAP. If this is a puppy and she has not completed her FULL set of vaccinces she probably has parvo. I am sorry to say she probably won't make it even with the expensive treatment. If it is an adult with full vaccines, she may have a toxin in her system. Your dog is limp because of dehydration and needs an IV NOW. PLEASE RUSH YOUR DOG TO THE DOCTOR NOW!!!!!!!!!!

Yes - take her to the vet! She could have eaten something that she can't digest (which they would identify with an x-ray and maybe have to do surgery) or she could have something wrong with her that could be identified with bloodwork (such as a liver or pancreas problem). Call the vet!

Get her to the vet IMMEDIATELY. This sounds like a neurological problem.
