No. Sales people are adequately compensated. Even at a up-scale department store where there is a separate tailor who measures you for alterations, that person is well compensated.

I think this is ridiculous. Do you also tip the salesman from whom you purchase a new car?

The policy regarding how clothing is returned depends on the store, but the attendants actions were just plain rude. Many stores prefer that any items not purchased are left at the dressing rooms to be returned to the racks by employees, to make certain that items are returned to the proper places by someone familiar with the store. I would definitely report the incident to the store manager.
