I can't afford a gym membership right now so I need something I can do at home.
I am in pretty good shape but I can't seem to make an impact on my lower abs.
I'm not looking for a 6-pack here, just to be better toned and crunches/sit-ups/etc. aren't doing it anymore.

you have to have really low body fat percentage to see abs which you achieve with cardio which is the only fat burning exercise (running, jogging, swimming, cycling, rope jumping etc) 4-6 times a week for 30-50min
crunches are the best and they tone all your abs - 15-25reps 2-3 sets twice a week is enough.

Lower abs can best be used by doing the traditional crunch but with you feet about a foot above the ground, that works the lower abs

Do the regular crunch ,however, bring your knees up toward your elbows when you do them. This works all your abs.

Another exercise:
You put your legs in the air and raise your butt up and down. Arms and hands should be by your sides. Good Luck!

Lay on your back.
Keep knees and elbows locked straight.
Raise your legs half way up as well as your arms, meeting in the middle.
