I think this whole prediction thing is a joke!! Instead of spending money predicting, I'd rather se the money spent on prevention of property being destroyed and helping people that have had damage due to a hurricane.

The old rule of thumb for for the hurricane season is: June, too soon, July, stand by". I've been watching out for them myself but have noticed that things are a bit quiet so far. Not to worry, they'll be along. The prediction of a more active season is based on the proximity of the El Nino warm water current in the Pacific Ocean. The weather model suggests, because of it's location, that the potential for increased hurricane activity, exists this year. According to the report, there's a 75% chance of an above-normal hurricane season, a 20% chance of a near-normal season, and only a 5% chance of a below-normal season. This outlook is produced by scientists at the National Oceanic and Atmospheric Administration (NOAA) Climate Prediction Center (CPC), National Hurricane Center (NHC), Hurricane Research Division (HRD), and Hydro meteorological Prediction Center (HPC).

they have no idea how many or how severe this years storms will be. let alone if there will be any. no one knows what the weather will be like anywhere in the world in three weeks how will they know about a whole season.
