Well, in most states (all I think, but I'm not sure) you are required to "go under insurance" or have an insurance policy in place that provides at least the coverage required by law.

If you are in an accident and don't have insurance, you will likely be charged with operating a vehicle without proper insurance. You will certainly be fined and you could lose your license. Every state is different on the insurance rules and the punishment for not carrying insurance, so your mileage will certainly vary.

Yes, and in some states you will be unable to drive until you pay the damages from the first accident. You will be required to get what is called an "SR-22", basically special insurance for people who...ummm...haven't been very responsible. It seriously expensive.
