I have never heard that saying the way you posted it.It is, to my knowledge, rather part of a longer sentence : "Wenn der Hahn kräht auf dem Mist, ändert sich's Wetter oder es bleibt, wie es ist."It makes fun of the so-called "Bauernregeln" and is probably supposed to indicate that there is no "Bauernregel" that can reliably predict the weather (my interpretation).It is often used in a humorous way.

It litterally means : rooster sings on manure .
This means even if manure is dirty , the rooster sings
In france, we have a joke about this. Why is the rooster symbol of France? Since it is the only animal who sings when he has his feet in manure. This meaning even if the situation is not good, he is sproud that he sings
