Can Windows Server 2003 Standard Ed. be installed on Fat 32 partition ?

The answer is yes but why would you when the FAT32 is a poor secure data format compare to NTFS (unless you have applications that is coded and runs only on FAT32)?

idk but just format the hd with ntfs. its not hard
