like if there was a person i know sitting over there and i want to take a seat beside .

No, it is not as long as you tell the waiter/waitress that you are joining your friends at another table. Tell her to bring the bill to you and you will pay her.

Kinda. It's VERY rude to change seats if you're seated by a waitperson. But, tables are generally seated as to spread out amongst waitstaff so that they can have a fairly equal amount of tables and to not overwhelm one server while others sit idle.

However, if the same waitperson has both tables, it could work out.

No. Just let your waiter/waitress know that you'd like move. However, it would wait for an invitation from the person I know. Joining someones table uninvited would be rude.

let the waitress know, apologize for the inconvenience it might cause, and then change your seat. make sure to leave a decent tip afterwards. It will be no problem.

No, I don't think it rude; just inform the waiter or head waiter that you would like to change seats.
