it's just coincidence, as long as they are just moles, the regularity and pairing of them is simple coincidence.

most of those things develop spontaneously or are caused by exposure to sunlight and tend to appear on those areas of the skin that catch the most sunlight....like the upper back

It's possible if you've got a bunch...like...more then 25 poping up it could turn into malignant melanoma. A fatal type of cancer. Get it checked out just incase it's something you might need surgery for. Catch it soon enough and it's no big deal.

3. luck in which a series of events caused the skin cells to mutate in pairs, ( a mole is a skin anomilie in which the melanin producers go haywire).

Make sure it's not melanoma. Melanoma is a very agressive cancer that can kill you quickly. Are they changing color and shape? You need to see a doctor!

skin tags are common, alot of people then as they age. you can have them removed easily at a doctors office.

it could be cancer, have it checked out right away!!!!!!!! moles are known for being signs of cancer!!!!!
