Neither, good and evil aren't objective, in the same way one mans terrorist is another mans' freedom fighter and so on, because value of good and bad depends on the perspective of the person judging it, they aren't attributes that can be personified in a person, ideology, institution or country.
After all, some of the vilest and cruelest acts in history (by my own judgement) were carried out by people who thought they were completely morally right.
Good and evil are just words for labelling our own values on things. They don't exist outside of the person making that value.

More of an ideology. When a person or group's actions are opposed to the teachings of Christ (compassion and mercifulness) they would be considered the anti-christ. So the first answerer is probably right.
