It's different in every school district. Some schools are year-round, others are mandated by states when they can start, and some can pick any day.
In the northeast and on the west coast, there are usually big districts that have uniform dates. Where I live, we have independent school districts with different start dates, charter schools, year-round districts, and private schools that can pick any time point after the new state's mandate. Before the state mandated an earliest day, Texas had a big problem with children in custody battles and military families from other states being potentially held back because of the problem. School started beginning of August last year in some districts. They changed it to comply with No Child Left Behind.
So, it depends on where you live.
