occassionally when he is talking to you...

With some guys this means they're flirting. Other guys do this out of habit. I've noticed some guys are just winkers. They wink at everyone while they're in a conversation with them, regardless of whether their conversation partner is a guy or a girl. Next time he winks at you ask, "Do you have something in your eye or are you just flirting with me?" You'll know the truth by the way he responds.

There’s a difference between a regular guy, and a decent guy. A regular guy treats you like a beautiful flower, one that smells nice, and is very attractive and desirable. A decent guy will treat you like a princess, and obey as he interacts with you. Remember, the princess will one day rule, a flower wilts and dies.

Tell him your needs and desires and ask him if he is going to fulfill them or not. Decent guys like it when you’re blunt. He's winking cuz he likes you. Find out who he is. Be blunt.

He has something in his eye.
Well, the answer I assume you are hoping for is that he may just like you! Ask him out, see what happens.

Depends on the wording and the sentence as it could be sarcasm or a joke.

Perhaps he has a nervous tic when he talks to you. don't stare at it as it will only aggravate the situation causing him embarrassment.

could be muscle spasm. maybe you should pay more attention to what he is saying than what his eye is doing.
