In weather forecasting, you simply can't have enough atmospheric information to predict exactly what'll happen, so you're forced to state the probabilities instead.

Modern weather forecasters can use sophisticated computer software to model atmospheric conditions, but weather patterns are complicated nonlinear sytems. So, for example, half of their simulations might show rain for tomorrow, and the other half might not. In that case, you'd have a 50% chance of rain.

Here is how I understand it. If 100 things fall out of the sky, 50 of them will be rain.

by looking at past days with conditions the same as they are on any given day it rained on half of them. 100 days with the same temp, barometric pressure, etc., it rained on 50 of those days.
