Modesty.

SB 1.9.27 P The Passing Away of Bhismadeva in the Presence of Lord Krsna
As far as the women class are concerned, they are accepted as a power of inspiration for men. As such, women are more powerful than men. Mighty Julius Caesar was controlled by a Cleopatra. Such powerful women are controlled by shyness. Therefore, shyness is important for women. Once this control valve is loosened, women can create havoc in society by adultery. Adultery means production of unwanted children known as varna-sankara, who disturb the world.

SB 1.10.16 P Departure of Lord Krsna for Dvaraka
Shyness is a particular extra-natural beauty of the fair sex, and it commands respect from the opposite sex. This custom was observed even during the days of the Mahabharata, i.e., more than five thousand years ago. It is only the less intelligent persons not well versed in the history of the world who say that observance of separation of female from male is an introduction of the Mohammedan period in India. This incident from the Mahabharata period proves definitely that the ladies of the palace observed strict parda (restricted association with men), and instead of coming down in the open air where Lord Krsna and others were assembled, the ladies of the palace went up on the top of the palace and from there paid their respects to Lord Krsna by showers of flowers. It is definitely stated here that the ladies were smiling there on the top of the palace, checked by shyness. This shyness is a gift of nature to the fair sex, and it enhances their beauty and prestige, even if they are of a less important family or even if they are less attractive. We have practical experience of this fact. A sweeper woman commanded the respect of many respectable gentlemen simply by manifesting a lady's shyness. Half-naked ladies in the street do not command any respect, but a shy sweeper's wife commands respect from all.

The bible didn't tell women to cover up their hair. It said their hair was given to them for a covering and that long hair on a man is a shame.

Reference: 1 Corinthians 11:14-16 (King James Version)

14 Doth not even nature itself teach you, that, if a man have long hair, it is a shame unto him?

15 But if a woman have long hair, it is a glory to her: for her hair is given her for a covering.

Have a nice day.

in some religions (take the muslims) a womans hair is her glory and a draw to the opposite sex, from what I understand, which I am pretty ignorant of I must admit, that to cover the hair is a sign of being a good woman, not wanting to draw unwanted attention, but in other instances if you mean by wearing cute hats, well if you look cute in a hat - go for it.

He wouldnt and didnt...men prefer to see woman as "property" that can only be looked upon by a certain few close relatives...otherwise all men who see their property would be overcome with lust and evil thoughts and commit indecency upon an uncovered woman...completely forgetting that men can act like saints or sinners based purely on their own inner makeup and has nothing to do with how much or how little hair a woman is showing.....so sad.

Wrong question. Why would God create men who were distracted by a woman's hair?
Until recently, (historically speaking) Christian women were expected to cover their heads in Church.

It may sound crazy in our culture, but the head covering of the woman demonstrated that her husband was in authority over her, and that he was the spiritual leader of the family.

Ha hair is seen as an enticement. As are breasts and butts. We know men are weak. So the women are expected to help the poor guys with self control. I know its a bit backwards
