I was wondering if people who do animal rescues on their own and not through an agency could deduct their spendings (vet bills, food, supplies, etc) on their taxes or are they eating all the costs?

if they are running it as an organization, they will have it incorporated, and any cost of operating is deductible from the revenue they might earn

if they have received 501c3 status - any donations to them are tax deductible

No it's not deductible. And even if you adopt an animal from a rescue organization that has 501(c)3 designation, the part of the adoption fee that covers the cost of the animal is not deductible, just anything additional.

No deduction.

To be deductible, cash or items must be given to a charitable organization directly.
