Hi there:
My suggestion? Put him in an area where you will be spending a lot of time while you are home. This will make it easier for you to socialize with him.
I have a male keet and he is adorable! I love waking up to him singing.
I keep all of my birds in the living room where they get to be a part of my family. (I have 4 birds).
Also: if you keep your keet's wings clipped, the ceiling fan really should not be a problem (as far as the bird flying around and getting caught up in it)

Parakeet cages should be placed in a room where they can observe daily activity. Never place the cage on or near the floor; birds in nature spend their time in trees, and feel safer higher up. Eye-level is the optimal height. Placing the cage in the kitchen is a bad idea; fumes from cooking and cleaners are not good for parakeets. Make sure the cage is out of reach of small children or any other pets. Never place the cage in a window which receives full sun.Drafts will harm your bird,so a constant temperature is a must.

First and foremost, do not house your bird in the kitchen; fumes from coated pans, cooking sprays and household cleaners are deadly to your pal's respiratory system.
I've gotta tell you that I've used ceiling fans in the same room as my birds and the draft issue is one that has me wondering if it is an old wives tale like don't swim for an hour after eating. Would it be good to put your bird directly under a heating/cooling vent? Probably not. But think about what a ceiling fan does -- it circulates the room air. It doesn't change the temperature of the room. Putting a bird right next to a door in the dead of winter would, IMO, be more harmful than circulating room air. What a ceiling fan will do is kill your bird should he fly directly in to it. We never leave our fans on when the birds are out of their cages.

Some tips:
* Avoid bedrooms, spare rooms, etc... these are far too lonely and quiet
* A room where people can be seen in throughout the day, such as the family room or maybe an office
* In the corner of the room, rather than in the middle. If he is surrounded with no place to hide, it might stress him out
* Avoid right next to a window in case of too much direct sunlight and other issues. Also windows stress some birds out because they are always on the lookout for preditors. Other birds however, love looking out windows
* Not low on the floor.. too stressful for the bird. Needs to be on a stand or table.
* Avoid drafty places such as hallways... although recently people have been saying this is a myth and birds aren't as sensitive to drafts as we think. Still, I'm sure living in a draft is uncomfortable
* Not the kitchen... fumes such as Teflon from cooking could kill your budgie in minutes. Plus if he is out of the cage and starts flying in the kitchen... wouldn't want him landing on a hot plate or a sink full of water. D:

Yup, no drafts or windows. Also, not too close to a door!
It's also important to have them in as much natural light as possible. I keep mine in the living room. When they get too loud, i just move them into my bedroom until I go to bed.
No drafts, no windows, no doors and in natural light!

i have these birds as well,.....
i have mine in a cage hanging on a hook in the corner of my living(faimly)room. they can see out the window from a distance, are out of the direct sun, not in any draft, and they are also quite content where they are, (they know that they are free from predators this high) there is light,noise,sun, and company, my birds are fine, i don't even have to cover them at night, they seem to sleep with the schedule of nature, gets dark, they get quiet and sleep...........did i mention that my birds are "free flight" my cage is never closed(unless the door is open)...........good luck

He will need to be where there is some 'action.' He needs attention and stimulation! Put him where the most 'living' is done in your house and make him part of the family.

in a corner with nature lighting with no drafts windows or doors and im not sure but i think they stay more quite not hanging from a hook
