There is no real best time. Most people's physical peak is in the afternoon, but that is also the hottest part of the day, so in summer afternoon runs usually lead to heat exhaustion. I run at all times, depending on what time of year it is and what the weather is. During the winter, I will usually run in the afternoon, in the summer I'll run in the morning.
The thing most people screw up on is running on an empty stomach. That is not a good thing. You should eat something light, perhaps a half a banana or a small bowl of cereal about a half hour before you run. Whatever it is should be easily digestible, no cheeseburgers or taco salads. Also make sure you're well hydrated. Don't jump out of bed, throw on you're running clothes and hit the road either. Give your body time to wake up and prepare for physical exertion. Do a little stretching and warm up before you run.

Any time is a good time to run! I personally do not enjoy the morning runs much as my body and knees especially are too tight and stiff to get loose quickly. I prefer an afternoon run. I enjoy the heat very much and like the feeling of sweat after a run. I am not opposed to running at night though. It is a different experience and it is cooler, which can be nice. You can be more by yourself and alone. But make sure you wear reflectors or something.

Whenever you feel like running is the best time to go. Don't push yourself to wake up real early to run because your body needs sleep. If you run on too much of a scheduled time, you will get bored with your workout and not want to do it. The most important thing is making sure you run, not the time.

I usually like to run during the afternoon when the sun goes down. It's usually best to run before dinner though. It's a good time to run because your body is already naturally stretched out from the day and you don't have to drag yourself out of bed in the morning to run. But no matter what, run when you feel like it. Trust me, you'll do must better. Good luck!!

When you can fit it in. The earlier in the day it is the more elevated your metabolism will tend to stay and you will tend to keep burning more calories, so from a weight loss stand point the morning makes sense. Mid-day you will tend to recharge you mental batteries and get your efficiency back up, so from a work efficencey stand point in the middle of the day. Running at night allows you to unwind from the stresses of the day, some folks sleep better after exercising late other don't.
So it really is up to you, when can you fit it in?

The easy answer is early morning or evening, to avoid heat.
But be careful because both of those times can put the sun into drivers eyes and you are the last thing they are looking for.
Always run against traffic so at least they can see you coming.

wake up early eat something light, (toast, banana, apple and peanut butter, something..) and go for ur run. u will feel more energized for the rest of the day and won't be dreading going on a run at night all day long (i kno how that feels)
