You need photo editing software, like photoshop. It requires drawing a temporary "border" around the object you want to leave in color and selecting everything else for changing to grey scale/black & white.
you might be able to get it done at some photo developers, but it's rare.

It depends on the program you use. But the gist of it is that you take a color picture, and then select the area that you want to become black and white. Then, (this is the easiest way) desaturate the selected area, and while it's still selected, add some contrast (optional).

You would need to take the entire photo in black and white then colorize it using a photo editing software.

Take a photo that is in full color. In photoshop, make a new layer that is the same as the original photo. On the new layer, remove the color. Take the "erase" tool and "erase" the part of the top, b&w layer that you want to be in color. If you zoom in quite a bit, it will be easier to make it very precise.

That is for Photoshop if you are going digital. Otherwise on film you print in Black and white and they have special pigments which adhere to photos that you can paint in details with. Time consuming.

you'd have to take the photo then import it into a photo editor - photoshop, etc. - i'm not aware of any camera that would allow you to do that.
