Tell them you want information regarding to the court proceedings in regards to a certain person, then give your husband's name.
If the case has NOT been adjudicated yet, you most likely won't be given the information since it's still susceptible to "poison fruit" issues and the courts don't want to possibly taint any potential jurors.
If it HAS been adjudicated (he's been found guilty, not guilty or pled No Contest), this information is public record, unless the judge ordered it sealed. MOST admins will look the information up and give it over the phone. However, some will insist you mail them a small fee to cover research, printing and mailing. This could end up taking a few weeks, so don't get discouraged if Wasco County goes this route.
Also keep in mind that it might be something you wouldn't want to find out or is something that has so embarrassed your husband that he's afraid of you knowing (like maybe he got drunk, took all his clothes off and urinated on I-84! Doubt that's what it is, but that'd be embarrassing.) Some things may be left untouched until the other person is willing to talk about it...

Since you are his wife, I would imagine this will be easier for you as opposed to if you were not married to him. Try calling the County Clerk at the courthouse or the SAO and asking them what the charge/s were.

If a person is arrested it is a matter of public record. Go to the arresting agency, and file a freedom of Information form for anything they have on your husband, provide name, date of birth, and any other information you have about him so they can verify who you are wanting information on. They will most likely charge a fee for the copies. They cannot refuse you the information. If nothing else ask to see the booking log for that day from the jail, it will list his name and charges as well.
