I have seen it done a number of different ways:
The mothers of the bride and groom light the candles
The parents of the bride and groom light the candles together (Mom and dad of bride light Bride's candle, and so forth)
The officient lights the candles using memorial candles on the altar, in loving memory of grandparents or other deceased family
The bride and Groom's children from previous relationships light the candles
Of course, you can ALWAYS start a new tradition. Personalize the ceremony however you want. Make sure you make choices that have meaning to both you and your fiance.

The Maid of Honor to the Bride and Best Man to the Groom and then light it for them
OR
very touching when one or both parents on each side give the candle and then light it. The Bride and Groom then take their individual candles to the Unity candle.

During my wedding ceremony, my mother and his mother came to the altar to light the 2 smaller candles. It was a lovely touch.

Because a unity candle is the joining of two people...so we (and a lot of people) consider it the joining of two families as well...so we had our mothers light the two on the outside.

Our two smaller candles were already lit when I walked up the aisle.
When I was younger, my sister and I walked up the aisle and lit these two candles-we were teenagers and giggled the whole time.
