Legally yes. In my state at least.
But there really isn't anything wrong with that. Girls mature at a younger age then guys so it would make sense for you two to be into eachother anyway if you look at it in a maturity sort of way.

Nope. I don't know about anyone else, but at my school there are a ton of senior guy/freshman girl couples. And while that may be pushing it a little, two years or less is not a big deal at all. If you like her, go for it! :D

No, she is not to young for you, girls seem to grow up faster than boys. BUT........be careful, respect her in all ways.
