If a driver is driving on the interstate at night with his headlights off, what specifically would law enforcement charge that driver with? What is the proper name of that offense, as it would appear on a citation?

At the very least, it would be "driving without due care and attention" and "dangerous driving."

There is certainly a law that states you must have sidelights on when driveing at night, and one that says you must have sufficient light to drive by.

Depends on the state. The example below would be written as a violation of sec. 19 equipment violation. In some states it is a violation of safety requirements, in some it is a violation of required equipment.

Sec. 19 Equipment Violations

a. Headlights and Taillights:

(1) During darkness, every vehicle shall be equipped with and have in operation two functioning headlights, except that motorcycles and off-road vehicles designed with one headlight, shall be equipped with and have in operation one functioning headlight

It is called "driving while being terminally stupid"!
Actually it is usually called driving without headlights, but it depends on the state you are in and the wordings of that state. In California the ticket is VC-24250-I, there are no points and it stays on the record for 7 years.

when i got my ticket it was called failure to use proper driving equipment,that was a while ago ,but now i think its called improper equipment,good luck.
