Heck no!!! over here (Philippines) they seem to run the country. It's more Catholic than the Vatican.

Bit of a generalization there ... but the short answer is "no". Not all Catholics. Certainly some are more Catholic by habit (no pun intended) than anything else and are not very knowledgable about their faith. Some still consider themselves Catholic even as they pick and choose which teachings and doctrines of the Church they like and which they will ignore. Still others are very devout. You'll also find differences between Catholics, as far as how observant they are, from country to country.
I'd be curious to know what prompted the question, though, if it was anything specific you saw or heard ... or just a general impression.

Do you mean "Catholic in name only"? Some are. Or they are "cafeteria Catholics"; picking and choosing which Church teachings fit their lifestyle. But you can't be "kinda Catholic". Either you are or you aren't.
Personally, I consider myself a very devout Catholic, which is not easy or popular in the world today. However I try my best to follow Christ and the teachings of His Church. I try to live my faith to the fullest in every area of my life. Like the rest of the world, I am a sinner and I fall short. And while I know I can't be perfect, I want to at least get an "A" for effort. :)
I know a lot of other "good Catholics" who do the same. Unfortunately it's the "bad apples" who get the attention.

There are those who feel simply being a Catholic is good enough. The real thing is not quite so passive.
Catholicism is a way of life that influences every aspect of our being.
I think the best way to sum up the outlook of an active Catholic, as opposed to the passive ones, can be illustrated best by a famous quote made by John F. Kennedy (America's only Catholic President), "Ask not what your country can do for you but what you can do for yoru country.
More to the point, if we were to tweak that quote just a little, so that it says, "Ask not what your Church can do for you but what you can do for your Church,". . . that's the difference in attitude between a passive Catholic and an active one.
