It means to mix the (pure) drug with another substance to weaken it's effect - and to increase the amount the dealer has to sell (which means more $$$ BOTH ways) ;)

It's slang for diluting it with other ingredients to make it appear that the amount bought is greater than is actually the case. Bayer, the original manufacturer, are no longer in the business, and those who are, are not so scrupulous in their business dealings.
Of historical interest, Bayer came out with aspirin and heroin at nearly the same time. Some products, it seems, work out better than others.

Cutting heroin means to add an inert material like flour to it for 2 reasons - it lowers the potency of the drug, and it increases volume. So scum sucking dealers make more money by "cutting" heroin.

you dilute it with something, like baking soda, so it's less potent but there's more of it...so dealers have more to sell and therefore make more money
