Depends on so many factors not detailed in your question. The nature of the product or service, the characteristics of your target customers, your budget, laws and regulations, and a whole bunch of other factors affect this decision.
If your customers are local, options include radio, local TV, newspapers, outdoor (benches, billboards, busses, even flyers and posters), and the Internet (local sites)...and the phone book is virtually required for most local businesses. If you're looking for a national (or wider) target, then national TV and magazines get added to the mix and the Internet becomes almost a requirement (depending on the product).

It depends what kind of product or service it is that you are selling/trying to promote.
If you have a web presence, going for PPC (Pay Per Click) is a always a good way to go because it will appear on the top or right hand sides when someone searches for something on Google or Yahoo. I've put two links below of which you can use to find out more about PPC.
You could also go to a forum related to your product or service (if one exists!) and try and create rapport with potential customers.
Print (magazine & newspaper), radio & tv are also good regardless of whether you have a web presence or not. Radio and TV is quite costly though.

Basically for online marketing, there are a total of 3 main strategies. 1) buy traffic 2) steal traffic and 3)build traffic. There is also www.postaroo.com but I do think word of mouth is still the best for economy. If money is no object good ol' boob tube is still very effective.
