There are several possibilities. I'm not sure where you are, but most towns are within a reasonable distance of a junior college, university, or other specialty school.
Make up a flyer and specify that you will work "TFP," which means time for prints. Include your contact information (eg. a safe phone number like a cell phone or pager, your email, or your myspace page). Post it in the art department at the schools. If the photographer asks you to sign a model release be sure it includes a stipulation that says both you and the photographer will use the photographs solely to build your respective portfolios.
Take someone with you when you go "on assignment." DO NOT GET INTO A CAR WITH SOMEONE YOU DO NOT KNOW, REGARDLESS OF HOW NICE THEY SEEM. Make your own travel arrangements. If possible, try to shoot in public locations or in the studios at the schools.
Once you have a decent portfolio of both headshots and full-body shots, you can take it to a modeling agency, and get local work. If you live in a small town, you may have to travel to a metro-like area, but that shouldn't be too bad.
Don't get too disappointed if your modeling career doesn't take off right away. Best of luck.

If you live near any major city there might be a modeling agency there. But as stated a lot of the big agencies are in LA, NYC, Chicago and Atlanta because some of the major clothes designers and advertisers are in those areas.
Also you don't have to have an agent or agency. Most of the time they think about themselves first not you, if another model will get them more money they will send her to that shoot.
Also if you really want to do some print catalog modeling find out who has the contract for lets say JC Penny, then you find out where they are getting the models from. Some of these catalogs keep their models for a long time and don't turn out "new" faces because people relate to these models as being "Victoria Secret" etc..models.
Why don't you look at this website and look over some of the portfolios in there (models and photographers). Get some professional images shot to start, then find a couple of photographers in your area that you like thier style of work and then contact a couple of them and see if they would be interested in doing a TFP (Time For Prints) or TFCD (Time For CD). In other words you supply your time as a model he / she as a photographer and you get images in return. You will have to sign a model release so that you and he / she can use the images.
If you do join as a model do not just go with the beginners portfolio but maybe at least silver level and update regularly.

You can also make a "ZED" card and print it on a 5x7 color print, which you can then just address the back and send it out without it being in an envelope. You would like 3-5 images on there a good portrait, a full length in normal and / or "High Fashion" clothes, a shot in a bathing suit if you look good in one and also put in your stats: height, shoe size, dress size measurements etc. Some of those pictures can also be in B&W. You can then using photo editing software combine the images on to a 5x7 size blank template and then type in the above info that I mentioned and then send your file to an online printing company or a local one.
You should also put an e-mail on there and an additional web link to your website so they can see more pictures and then contact you if they are interested.

Despite the chicks response above, you can be a model in any town. Large or small. Theres lots of work in regional and local markets.
Depends on the type of modeling you want to do. Contact reputable agency's, it doesnt hurt, and you may find work. Most models I work with get more work from online portfolios, such as www.onemodelplace.com, www.modelmayhem.com, etc..., than they do from their agencys.
There are a lot of photographers online, some professional, some semi-pro, and some hobbyists that will work with you doing TFP, or "trade for pics" where the photog and model both get new photos to build their portfolio. Its a good way to get a portfolio started, and is a good way to begin "networking" with people that may be able to provide future jobs to you.
Be choosy who you work with, and get references. You will run across some dirtbags that are just there to get naked photos of you. Always take someone with you for your comfort and safety. Preferably someone that wont distact you from concentrating on your work with the photog.
Get ahold of a hair and makeup stylist, to give you the best look possible. Plan any themes with your photog ahead of time, and make sure you get an agreement regarding how many photos you will get, if they will be edited, number of prints, or if all the photos wikll be on a CD.
Get a decent portfoli book, update as often as you can. Keep your best photos, and most recent near the top, for review by prospective employers. Keep an updated resume available also, so employers can check references.
Finding a local modeling school wouldnt be a bad idea. The ywill teach you a lot of the basics. You should practice wearing the harshest heels, doing everyday things, so you look comfortable during a shoot. Practice your facial expressions in the mirror at home. Work your cardio every chance you get. Modeling can be a hard job. You have to look comfortable walking in heels, giving the camera a specific look, and not run out of energy in the middle of a shoot. It takes practice.
There is the business side of things you will need to know about, including taxes, contract law, etc...
There are a lot of things to get into.

You don't really say what type of modeling you want to do. If it's high fashion then you're looking to travel to LA, NYC or Milan. However, if you just want to do some modeling go to a camera store and find out if there's a local camera club. Often they look for models for club events. Also ask the camera store personnel for recommendations on good, legitimate local fine art photographers who might need models.
Local models wanting to get some experience often are willing to trade time for prints with a photographer. That way the photographer gets new portfolio shots and the model does also.

One Model Place or Musecube. Those two websites are the best to get started on. Word to the wise. Beware of scams. You don't have to invest a whole lot of money. Many will try to convince you that you need to spend big money on a professional portfolio. You don't have to spend money. Look for good photographers that want to shoot on a TFC basis. That's TIme For Prints where an even exchange of talent is traded satisfying the needs of both parties.
