It is basically a KABAR with a dulled blade and two miniature rotars inside. It has a sandpaper strip that runs through is heated by friction created by the rotars and it runs over the blade and it is a very powerful cutting tool, capable of cutting through thick steel sheets.

What can I do to get it noticed by the high-ranking officers?

I'm not sure on the protocol, but government Requests for Proposal (RFPs) are publicly available, and usually run the gamut from janitorial supplies to vehicles. Pick a wing of the military, search through RFPs and create a proposal based on their requirements. You'd be better off looking at something like the Office of Naval Research, bidding on a proposal for creation of a new weapon.

Another option is to research military weapons providers and sell your idea to them or create a partnership. Being that you don't have an established company backing you, or previous experience, winning a proposal will be difficult without the backing of someone the military is familiar with.

If it's a theory make a working model.

If you already have a working model is there something similar that already exists.

If it's really really really unique (and works) sell your soul to finance the patent or sell it for next to nothing to someone that can dig into DEEP pockets.

There are over 25000 patents for suit case wheels. Are you seeing the possibilities for success to fade?

Hand weapons are not really look forward... Try to come up with a new kind of metal storm guns that could shoot rail slugs instead of bullets at 50000km/sec and believe me, the Army will find you... But don`t do WMD`s as they have trouble to find you...;)

well get it patented, but the military has a bunch of different weapons expos annually, sorry i dont know the names, but i am sure google could help you from here.
