They should be at least 2 years of age, of good pedigree, be breeding stock and carry the necessary health credentials for their breed including but not limited to:
hip/elbow OFA numbers
Eyes -CERF number w/in the last year
Thyroid
Heart
PRA clear by parentage or testing
Impeccable temperament for their breed
In excellent physical condition
In Addition she should:
Have an owner who knows what diseases are common for her breed and has gotten those clearances also
Have an owner with $$ in the bank for Vet expenses including a min of $2000 for a possible c-section
Have an owner who realizes that puppy shots are EXPENSIVE when you have 7 of them to do
Have an owner who realizes and is willing to risk the loss of the dam and is willing to bottle feed the pups every 2 hours if this happens
Have an owner with the common sense to know WHAT might go wrong and WHEN it is an emergency and HOW to deal with it
Have an owner with the time and $$ to raise the pups well as well as have the time and the patience to find GOOD homes for them including many many hours of interviewing.
Have a mentor with unending patience to deal with tons of questions as well as being available to assist with the whelping

most breeders wait til the female dog is at the very least 2 years old.

they can have puppies around 8 months(or whenever they go into heat first) it is best to wait untill they are 2 years old though so they are done developing.

Its best to wait till they are 2 years old. There bodys will be fully grown by then. Any Vet will agree, I asked mine!!

they can really have pups at 6 months but that IS NOT A GOOD IDEA!
You should always wait until they are 2-3 years old.
If you don't plan to breed or show please Spay or neuter.
