I just figured this out based on my past history. What you want to do is apply the scientific method towards what your looking for. This is an example of the scientific methond:
1. Name the problem or question: Identify what are you looking for
2. Form an educated guess (hypothesis)
of the cause of the problem and make predictions based upon the hypothesis: Where you are look at the person and make assumptions if shes single married or interested or not interested what type you think she might be.
3. Test your hypothesis by doing an
experiment or study (with proper controls): Test out your assumptions by talking or asking questions on what you assumed or think or see about the what the person might be like.
4. Check and interpret your results: Based on your feedback you will get your answer or ask follow up questions to learn more about the person and engage in a conversation to support the answer to your problem or question.
5. Report your results to the scientific
community: when its all done and you accomplished what you wanted think about it or write it down to determine what happened as a result and apply it to your future use or future questions and problems.

Sry there are no step by step directions in doing this.. and the answer is logical---
1. go up to female and introduce
2. Start a conversation by asking question
3. Compliment and ask for phone number
4. Call
By the way, you are looking for that one answer that will solve your problems and it does not come that easy and their is no answer that will solve this problem or thing that you have.
-Expierence is the best thing to solve this problem----just go up to any random girl and say , hey I like you or hey I like your shoes, can I have your number o Do you want to have sex---Dont do it to someone you actually like, its only to increase your expierence, confidence, and to decrease being a coward. Eventually if you do it enough, you will get "game", and you wont have the problem. Of course this only works if you have the courage to do this.

Walk up ask her a question. Ask her direction some where. Ask her where she goes to school.
Go to the mall on week end like you are shopping.
Spot some one you are attracted to, ask her advice on something you are buying , Ask her what store is a good place to buy a certain item. Once you get her talking keep asking questions and making small talk.
Women like to be needed. Smile and be friendly. Open doors for ladies that impress them.

Go to the beach or pool. Or join a group or club (one where there are females). Or, take a course in something, like a cooking class or something.
What to say? Say nothing. Girls will wonder about the "quiet" guy in their cooking class, and they will approach you.
Girls (and guys) always want what seems unattainable, or difficult to have. Don't be rude. Be aloof.

Assuming you know the person, just catch them at a time thats best for you. Make an excuse for the initial action. Such as time. then from there just talk like you normally would. If by chance you catch them at the mall or something just be like hey hows it going. from there it will flow and youll get it

You can't pick where you wanna meet them. If you see a girl, anywhere, and want to talk to her. Do it. Don't be shy, whats it gonna hurt to be a charming gentleman and try? She will be flattered. Strike rate wont be worse than 1 of 4 I bet you. GOod luck

Find a place your comfortable in and start a conversation based on an observation.
ie your in a bookstore and you ask "Hey that looks interesting what are you reading?"

just go to the mall adn when u see someone u like go up to her tap her on the shoulder, when she turns around say ops from over there u looked like someone i knew. but now u look like someone i should know.and tehn just talk to her(this advise is comin from a teen and might not work on older peeps)
