I think the first thing you have to answer is "who do you mean "you", "I" "we" (all sin).
The Bible, the New Testament in particular, makes a clear distinction between 2 classes of human beings: those who are born of God, and have received the Spirit of Christ, and those who have not.
To be in the latter class is to be considered a sinner, and none of the works of a sinner are morally acceptable to God, because they are all birthed out of a self seeking and rebellious heart.
That is why Jesus said "You MUST be born again."
(John 3:7)
The other class of people are those who have been born again and received a nature that is compatible with the nature that dwelt in Jesus Christ, and are therefore capable of living a life free from sin.
It is very rare, though not impossible for a person freshly born again to begin to live a life of consistent victory over sin. There may be many reasons for this, one is they are left with the impression this is not to be expected. However the Scripture is realistic in it's attitude towards believers, and recognizes that the art of learning to walk in the spirit is not something caught over night. Otherwise Paul might have condensed Romans chapters 3 through 8 into a few verses.
No one understood Christianity better than Paul, yet he had to write this to some of his own converts:
"Brothers, I could not address you as spiritual but as worldly—mere infants in Christ. I gave you milk, not solid food, for you were not yet ready for it. Indeed, you are still not ready. You are still worldly. For since there is jealousy and quarreling among you, are you not worldly? Are you not acting like mere men?"
I Corinthians 3:1-3
John states it this way:
"This is the message we have heard from him and declare to you: God is light; in him there is no darkness at all. If we claim to have fellowship with him yet walk in the darkness, we lie and do not live by the truth. But if we walk in the light, as he is in the light, we have fellowship with one another, and the blood of Jesus, his Son, purifies us from all sin.
If we claim to be without sin, we deceive ourselves and the truth is not in us. If we confess our sins, he is faithful and just and will forgive us our sins and purify us from all unrighteousness. If we claim we have not sinned, we make him out to be a liar and his word has no place in our lives."
My dear children, I write this to you so that you will not sin. But if anybody does sin, we have one who speaks to the Father in our defense—Jesus Christ, the Righteous One. He is the atoning sacrifice for our sins, and not only for ours but also for the sins of the whole world.
I John 1:5-2:2
In summary, salvation is threefold:
1)Instantaneous.
Through the new birth, one is born of the Spirit, and becomes a child of God by faith in Christ.
2)Progressive
The "Old man", which was crucified in Christ, is progressively replaced by the "New Man", the newly received spirit nature through the life-long process of sanctification, in which the soul, the intermediate part of the inner man, is renewed through obedience to the Word of God and the submission to the Holy Spirit. (Romans 12:1,2)
3)Future
Our salvation will not be complete until we receive resurrected bodies made after the fashion of the resurrection body of Jesus Christ, indestructible, incorruptible, eternal. (Philippians 3:21)

Romans 3:23 All have sinned and fall short of the glory of God. This squares with your statement that you mentioned because We can't be Holy without Christ. We are sinners.

Romans 3:23-24 (New King James Version)
23 for all have sinned and fall short of the glory of God, 24 being justified freely by His grace through the redemption that is in Christ Jesus,
Peter 1:15-17 (King James Version)
15But as he which hath called you is holy, so be ye holy in all manner of conversation;
16Because it is written, Be ye holy; for I am holy.
17And if ye call on the Father, who without respect of persons judgeth according to every man's work, pass the time of your sojourning here in fear:
God says, "Be ye holy for I am holy."
God is holy, we are not. All have sinned and fall short of the glory of God. Everyone has lied. Everyone has sinned. We who believe in Jesus Christ are cleansed by His blood and forgiven of our sins.

The sin is seperate from the holiness. All but one person ever have sinned (being Christ) and there is so much more to the commandment to be holy because it's impossible without Christ. For us, it is an impossibility, but "all things are possible with God".

Christians believe that they all have sinned, and that no one can uphold the Law. (Despite what it says about John the Baptist's parents being righteous for upholding the Law perfectly).
Anyway, Jesus does say at times that people have broken the law, but nowhere does it say explicitly what Paul later says - that all have sinned and fall short of the glory of G-d. Paul takes it one step farther and proclaims that no one can uphold the Law and must instead use Jesus as a type of human sacrifice.
Did Jesus ever say anything like this? No. Jesus half the time didn't seem sure of who he was. Sometimes he said that he and his father were one. Other times he makes statements that seem that they were two seperate beings and that Jesus was the lesser of the two.
And yes, I have heard the explainations for all of the above, so please don't email me with your explainations.

God Is Light
5(R)This is the message we have heard from Him and announce to you, that (S)God is Light, and in Him there is no darkness at all.
6(T)If we say that we have fellowship with Him and yet walk in the darkness, we (U)lie and (V)do not practice the truth;
7but if we (W)walk in the Light as (X)He Himself is in the Light, we have fellowship with one another, and (Y)the blood of Jesus His Son cleanses us from all sin.
8(Z)If we say that we have no sin, we are deceiving ourselves and the (AA)truth is not in us.
9(AB)If we confess our sins, He is faithful and righteous to forgive us our sins and (AC)to cleanse us from all unrighteousness.
10(AD)If we say that we have not sinned, we (AE)make Him a liar and (AF)His word is not in us.
See also the epistles of St. paul. He speaks of not doing th good he wants to do and of doning the bad he does not want to do, and he attributes that to his human nature. connect this with the fall of adam and eve, the fact that only Gopd is perfect by defeinition, and one He has chosen "Blessed Mother". I mean what are you talking about "read" the New Tetment and the wrings of the early church fathers, including St.s John and PAul. Also, St. Peter the first Pope, the New Testment has Pertian Primacy written all through it many many times Jesus singles Peter out as the leader, "peter do you love me more than these" "then feed my sheep" = watch the flock yet there he was denying Jesus three times at His critical time of need.
Kind of an ignorant question really comming from on who's handle is 1saintofGod? don't you think. I mean this is christianity 101.

romans 3:23 ... For all have sinned, and come short of the glory of God;
it means we are unable on our own to come close to perfection as God expects... for us to enter heaven.
however, when we are born again, His blood covers our sin & justifies us. we are clean & perfect in God's eyes after we have been baptized in His blood ... "just as if i'd" never sinned.
