There's this shy yet popular guy in the neighborhood.
When he talks to this girl he'll look at her unless if there's something to fiddle with or move, in which case he's too "preoccupied" to look at her, which is almost always the case.
He never asks her questions nor initiates conversations, which usually end in awkward silences.
He rarely smiles at her, keeping a serious face.
As soon as they say bye, he disappears.
Yet when they see each other from across the street they stare at each other without saying hi or waving, or sometimes he would "just happen to" turn his back to her and look the other way at the moment they would see and pass each other.
Their conversations together are polite.
When they're in a crowd he's either looking her way or with his back completely to her.
When she asked him once about a certain topic, he offered to give her one of his old magazines on it. When she asked for it 2 weeks later, he said his friend has it.
What's going on?

Looks like mixed messages here. He isn't sure exactly what to do or if he wants to pursue this.

There's shy and then there's immature. It sounds like he's too immature to have a relationship, so I'd suggest the girl move on (she's clearly too mature to be with him, at least right now).

If the girl is dead-set on finding out how he feels, she could hand him a note and ask him to read it later. The note should say, "I don't want to make you uncomfortable, but I really like you and just wanted to know if you had any interest in me. Just write "yes" or "no" on the note and the next time I see you I'll ask if you have anything for me and you can just hand it back to me. thanks."

that's her best shot at communicating with this boy.

you need to give him a few hints that you like him

men are deathly afraid of rejection, he might have self confidence issues =o)

mayb he's got some serious self-confidence problems...a strong fear of rejection seems 2 be the answer.
