what a good book on getting started with building or rather modifying chips?
can a hardware be restablished or fixed once its magnetized by an electrical impulse.

Consider a chip pretty much circuit hard coded when it is manufactured. Exceptions are programmable chips such as eproms or eeproms. I know of no method to change or modify the basic circuitry internal to the chip. There are multi purpose chips (such as the 555 timer chips) which can be utilized in many varied circuit designs for many different functions, but the internal circuitry is fixed and permanent.
The second part of your question is confusing to me - I don't quite understand what you mean by the phrase "a hardware."
