Well according to your source maybe not. I had no idea consumption was legal under 21 anywhere in the US except for religious and medical reasons. However I was aware it wasn't widely enforced in Nebraska from when I lived there.
But according to this since I live in California it would have been legal for me to drink before I was 21. However I was also aware of a law that police couldn't go looking for underage drinkers at their home. Also I figured the military had different rules

Technically it is illegal, but certain exceptions are in place. In fact since the USA separates church and state any activities that are deemed religious cannot be deemed illegal by the state. An example of this is communion. I actually read in the paper about a court case where a church use the consumption of marijuana as part of their religion and their argument was held up in court. As for at home I believe it is legal as well since it is a private residence.

Technically, it's not legal. 21 means 21. But, at HOME, I see no problem with a teen having a glass of wine or a beer at dinner. My brother and I were allowed to from the time we were 12 or 13. However, once other people's kids get into it - meaning you serve beer at a party - or you do it outside your four walls - I think it's a problem. Not only are there legal issues (Hello? Drunk driving among one of the big problems!) but some parents would FREAK at the idea, and rightfully so.
