There are generally 2 main reasons for this behaviour. One is worms. I assume you had him checked out and using a dewormer from the vet?? Dogs can have many different type worms and the correct dewormer is needed. OTC wormers do not treat all the different kinds.
If that situation is taken care of then consider that he has a problem with the anal glands. The vet has to check that out for sure. Won't go into details but call and ask the vet about this. They can better explain and make him a appt.
It could be a flea problem as fleas love that area. You need to check his lower area out for fleas, swelling or skin irritation before calling his vet. Deworming a pup does require several doses a few weeks apart but is not an "ongoing " situation. If not sure then let a vet handle his care.

I could never do it myself. I had a little miniture pincher with impacted anal glands that did the same thing for years, then after having the vet and others help by "expressing the anal gland manually" (of course I had to pay them every month to do this) I found out I could give him some vitamins that had lots of natural oils in them (I got them at the vets) and I have not had to do it since then. It was a squert tube of vitamin oil type stuff I put on his food and he loved it. Now years later I no longer give it to him and he has not had the problem for the last 8 yrs. (he is 17 now) Please take him to get short term help to make him comfortable (they can get infected too) then ask the vet and see about natural essential oils and vitamins and start them ASAP. That way you wont have to put up with this forever.

Could be his anal glands-dogs try to express them in this manner-perhaps not enough roughage in his diet-not grain, mind you, but raw meat and ground bone. Try adding some pumpkin (maybe a teaspoon to start) 2-3 times a day and or a change to a raw food diet: some to look for are Bravo., Nature's Variety or Primal----

He could have a problem with his anal glands. Get the Vet to check this out and he will deal with it if they need emptying.
Is there any strong odour coming from that area.? This is a good sign that his anal glands are full. Sometimes dogs will expel their anal glands themselves by doing what you describe but in most cases they need veterinary assistance.

The number one reason for this is his anal sacs are full and he is having trouble expressing them. An experienced groomer or vet tech can easily do this, and even show you how to express them if you are interested. Rarely is it worms or flea itch.
