Not necessarily. In order to be forgiven of sin, a person needs to be "born again" in the spiritual sense. However, that does not mean that you are a failure as a human being. Non-believers can be very good human beings while here on earth but do not have the opportunity to go beyond earth when the time comes.
Although I know that many people seem to think that being "born again" is a kind of religious belief, in reality, it is not. It is simply the words used to describe what happens to an individual when they come to a personal relationship with God. We are "born again" in the sense that our sins are now forgiven and because of our relationship with God will change our lives accordingly to be a better reflection of Christ.
