Call the City Hall and ask for a clerk. You can also call the State House information line and ask for information for St. Louis.
He/she should be able to provide you with contact information for a judge to officiate at the wedding.

You go to the courthouse & the presiding judge is the one you get. You could find a judge to perform your wedding at your location but judges can only marry a couple within their jurisdiction. So again you need to go to the courthouse to see who is official. Only ministers/officiants can cross county & state lines to marry.

To find an officiant type into Yahoo your city, state & wedding officiant (no 's' on the end) You will have a few to choose from, usually on the 2nd page. The larger bridal sites seem to get top billing. If you do go to the bridal sites, please visit the site of someone you think you might like. Those bridal sites make vendors & officiants pay for your contact info so you may not hear back from someone you'd hoped.

Our daughter got married in the Jewel Box in Forest Park. Jewel Box had a list of people who had licenses and would perform the ceremony.
