my brother wants to go to Canada but he is 15 years old and i don't know if i can let him or not

well you can travel alone under the age of 18 but you cant do alot of things like renting a hotel room and renting a car.

A minor can fly alone in the company of an airline escort. Your parents should contact the airline. However, if he is 15, he pays an adult fare and might well be regarded as an adult

Ask the carrier, airline, bus, train, whatever you are using. They will let you know how old a person has to be to travel alone.

I would say you should ask your parents for permission on this.

He may have some trouble at the border, and anyone who helps him cross the border could wind up in legal trouble for doing so without the parents' permission.

If he has a statement of Parental or Guardian consent he may travel solo.

you can travel alone with your parents permission but you wont be able to get a hotel room or anything like that.
