We have access to departmental photo databases and also other forms of databases that allow us to search for certain descriptors that would match the suspect. Then we can put together a lineup of similar people to the suspect. The photos have to be as close to similar as possible, i.e. if the suspect has glasses, you have to try and find as many with glasses as possible. You can not use photos that have a name board in front of the person. These are just a few things that you have to do. Not many agencies do live lineups anymore, most are photo lineups.

Often there are people who are in the lock-up for offenses not related to the crime for the line-up. These individuals are then placed in the line-up and usually are given smokes or a soft drink for their troubles. It gets them out of the lock-up, where the temperatures are pretty cool, and into a small enclosed room. It is not a good line-up when police officers are used because they tend to be clean cut while a suspect tends not to be.

Generally, no. Quite often, one or more people in the line-up will be police officers. Others may be generic faces who volunteer for the task.
