They are born with a tail. The cost of removal depends on the vet fees in your area.
You would be best to consult with an experienced Rottie breeder who can recommend a good vet to do it. Not all vets will dock tails, and of the ones that do not all will do a good job.

My wife and I bred Rotts for 22+ years.
The tails are done before they are a week old. This is due to the maturing of their nervous system. They don't anesthetize the puppies. You can do it when they are older, but then the surgery is MUCH MORE involved. It's been a while since I've had tails done, but it wasn't over $25.00/each. I live in the Chicago area.
As an aside, many countries in Europe, including Germany, now ban docked tails. The Rotts over there are being shown more and more with tails.
There are conflicting groups in the US arguing the issue. You'll see some show dogs in the conformation ring these days with tails.
If you've got a puppy and the tail has not been removed, I would advise against having it removed. No reason to do it.

They do some can be born as bobtails. Usually a vet will charge $25 for tails and dewclaws, some will give you a package deal ( first puppy full price, each additional $10 -15)depending on the number of pups in the litter.

yes they do have a tail. The tail is usually supposed to be docked before you are given the puppy. But usually about a month old id the correct age to remove the tail. By the way, the tail does nothing to harm the dog so you don't have to remove it, but people usually do because it gives the dog a particular look.

yes they have tails when they are born. They should have their tails docked right after they are born. The vet just cuts or snaps and twists it off. It is gross if you ask me. I am against tail docking.

no u have to get it done i have a doberman and the breeder cut it b4 i bought her so if ur lucky the breeder will cut it free of charge
