Two possible reasons:
1. Chihuahuas are meant for hot weather. They tolerate the hot temps of Texas and Mexico better than most other dogs. This means that they can get cold easily, and they are one type of dog that really should have doggie sweaters, especially in cold, snowy weather. The could shiver from the cold.

2. Unless a Chi was socialized with many different situations, they tend to be timid... And that fear could be a cause of shivering...

Not all Chihuahua's shake and shiver, but a lot do. It just a nervous or excited reaction. Mine does sometimes, but usually when she knows she did something bad, or when we go for a car drive. She likes to go, but then shakes. So that is why i say its just a reaction that Chihuahua's have.

It's genetic. They will shiver/shake when excited or scared. Mine will shake just laying on the bed. It's a Chihuahua thing. :)

my friend's chi does that because she doesn't have alot of fur or body fat so she always wears a coat in the winter and a shirt or clothing year round.
