Have his wings trimmed professionally. He will be less likely to try to fly away when he realizes he can't go far. By the time they grow back in, he will be used to you. Tell him UP everytime you pick him up. My parakeet could be anywhere in the room, and when I held my finger up and said UP, he would fly to me. Just takes patience and lots of practice.

Try taking him closer and closer to being outside the cage each time, and maybe try holding food in your hand just outside the cage. Many birds dont feel same outside their cage so it will just take some getting used to. But you say he flies around the room, as opposed to flying back into the cage, so it could be that he gets excited by the freedom? Close the curtains and take out all dangerous things from the room to make sure its safe.

First of all have his wings trimmed. This will make it easier for him to bond to you and also it's very dangerous to have him untrimmed. The other day someone on here had a budgie that died because they flew into a window, and birds are constantly getting lost and flying away. Your bird will not survive out in the wilderness.

When he is on the curtain or pole.Slowly raise your arm with your finger out.Get it has close has possible to just under the breast.Like in the cage.Don't chase when he flys off.Do it slowly.
Once he's done it he will again and again.Until one day when
your sitting ignoring him.He wii be on chair or shoulder.Raise
your finger to him.He's off.But he will be back.Once you gain
trust they are fun to have around.

close the curtains,turn off the lights,so you're more or less in the dark,offer a cane up to his chest and ill bet you a pound to a penny,to a bucket of s**t,hell step on it? keep doing this,and over a few weeks gradually increase the light,this will do the job or my names not Alcatraz? seriously...do this and I'm telling you now it will work. wait until hes perched,put him in the dark and try it..and you-ll say old Alcatraz has got it bang on...I've done this with every bird I've had,and never failed.

All I can say is that it will take time and patience. Have you tried removing him from the cage while he is on your finger? Just keep practicing with him.
They can also be stubborn little critters and only come to you when they feel like it.
Hopefully someone else can offer other suggestions.

well if you can get him to stay on your finger slowly remove him from the cage and set him on something a little bigger (like your arm). Eventually it will get used to it, it just takes time. Mine would usually walk up to my shoulder than hang out there.

put a piece of millet between the fingers or any other treat place hand in cage in time he will jump on your fingers give it time

I would cut the flight feathers Your budgie will be tamer and will depend more on you, to pick him up, to hold him and to put him bsck to hs cage

well if you want to train a bird first its smart to make sure their wings are clipped so they cant fly
it isnt inhumane at all and if you dont feel like keeping up with it after he is trained then you dont have to
