Here are some posting in Tripadvisor forum "Cheap hotels in Toronto"
Alternative accommodation is to call University of Toronto New College - They have very nice dormitory for rent in summer time at very reasonable price.

The closest to the action would be the Toronto Fairmont Royal York Hotel. Just don't eat there-the food isn't that great lol

Hmmm, depends highly on your budget. If you are slumming it, check out http://www.globalbackpackers.com/. It's fairly close to all the action. If you are a medium spender, the Holiday Inn is well situated - http://www.hiok.com/. Finally, if money is no barrier - stay at St. Germain http://www.germaintoronto.com/en/accueil.asp.
